The Welshman has scored twice in the Premier League this season - against Crystal Palace and Everton - and has provided just one assist.
Having hit 10 goals and created nine more in 2013-14, Ramsey will perhaps be disappointed with his current tally but Wenger insists the midfielder must prioritise the team over his desire to hit the back of the net.
Wenger told reporters: "He has to keep his priorities right. He needs to help the team. It's not about goalscoring."
Arsenal face Swansea this weekend, with Ramsey likely to play, and Wenger insists there is a positive mood around the club despite their 3-3 draw with Anderlecht in midweek, during which the Gunners threw away a 3-0 lead.
"We can learn a lot from what happened," he added. "Subconsciously we thought the game was over and it rarely is.
"It was a shock but overall we know we can score goals and do better defensively.
"We are very positive inside the camp. We are not affected by negativity. We are not happy when we don't win but that's it."
